PPF vs ELSS: which is better for your 80C?

Guaranteed and fully tax-free, or market-linked with the shortest lock-in — an honest comparison for your ₹1.5 lakh deduction.

Both PPF and ELSS qualify for the ₹1.5 lakh deduction under Section 80C (section 123 of the new Income-tax Act, 2025) (old regime), so people treat them as interchangeable. They're not — they sit at opposite ends of the risk-return spectrum. Here's how to choose.

PPF — safe, fixed, fully tax-free

The Public Provident Fund pays a government-set rate (7.1% as of FY 2026-27), compounded annually. It's EEE: the deposit gets the 80C deduction, the interest is tax-free, and the maturity is tax-free. The catch is a 15-year lock-in (partial withdrawals from year 7).

ELSS — equity, higher potential, shortest lock-in

An ELSS (Equity-Linked Savings Scheme) is a tax-saving equity mutual fund. Returns are market-linked — historically ~10–14% a year over long periods, but they swing and can be negative in any given year. Its big edge is the lock-in: just 3 years, the shortest of any 80C option. Gains are taxed as equity LTCG (12.5% above the ₹1.25 lakh annual exemption).

Side by side

  • Returns: PPF ~7.1% fixed and tax-free. ELSS potentially higher, but variable and partly taxed.
  • Risk: PPF zero. ELSS market risk — only for a 5+ year horizon.
  • Lock-in: PPF 15 years. ELSS 3 years (shortest in 80C).
  • Best for: PPF — your safe, tax-free core. ELSS — growth, if you can stomach swings.

Many people use both: PPF for the guaranteed, tax-free portion of 80C, and an ELSS SIP for the equity growth. Project each before you decide:

Frequently asked questions

Is ELSS better than PPF?
Neither is universally better. ELSS can earn more (equity, ~10–14% historically) but is variable and partly taxed, with a 3-year lock-in. PPF is fixed (~7.1%), fully tax-free, with a 15-year lock-in. Many people use both — PPF for safety, ELSS for growth.
Which has the shorter lock-in, PPF or ELSS?
ELSS, by far — just 3 years, the shortest of any Section 80C option. PPF locks in for 15 years (with partial withdrawals allowed from year 7).
Are ELSS returns taxed?
Yes — gains are taxed as equity LTCG at 12.5% above the ₹1.25 lakh annual exemption. PPF, by contrast, is EEE: the deposit, the interest, and the maturity are all tax-free.
