Gujarat DA Hike: What the New GR Says, When the Arrears Come, and the DA Chart by Pay Level

The Gujarat Finance Department's new GR on dearness allowance for state employees and pensioners, read in the original Gujarati: who it covers, the date it applies from, how and when the arrears are paid, the rounding rule, and the new DA worked out on actual Gujarat seventh pay matrix cells.

Short answer

Gujarat raised DA for state employees and pensioners from 60% to 63% of basic pay from 1 July 2026 (Finance Department GR of 4 November 2026). The new rate comes with the November 2026 salary, paid in December 2026, and the July to October 2026 arrears are paid in cash, in one instalment, with that same salary.

The Gujarat government has raised the dearness allowance (DA) of its employees and pensioners from 60% to 63% of basic pay, with effect from 1 July 2026. The Finance Department GR is dated 4 November 2026. The higher DA is added with the November 2026 salary, paid in December 2026. The difference for July to October 2026 is paid in cash, in one instalment, with that same salary, not into GPF. Below: what the GR says, who it covers, the rounding rule, and the rise worked out on five actual cells of the Gujarat pay matrix. Every rupee figure is our estimate; your pay slip is the final word.

What the GR says: old rate, new rate, date

The GR (ઠરાવ ક્રમાંક વલભ-૧૦૨૦૧૬-જીઓઆઇ-૭-ચ, Sachivalaya, Gandhinagar, 4 November 2026) is in Gujarati. Its first paragraph recalls the GR of 4 May 2026, under which employees and pensioners paid under the Gujarat Civil Services (Revision of Pay) Rules, 2016 got DA at 60% from 1 January 2026. Its second paragraph cites the Government of India Office Memorandum of 29 October 2026, which raised the central DA from 60% to 63% from 1 July 2026, and says the state has decided to do the same for its employees and pensioners.

Gujarat Finance Department GR, 4 November 2026, para 2. The rise is 3 percentage points over the 60% in force from 1 January 2026.

DA chart for Gujarat employees on 7th pay

The two rates the new GR itself states, for staff on the 2016 revised pay rules:

  • From 1 January 2026: 60% of basic pay (GR of 4 May 2026, as recalled in para 1 of the new GR).
  • From 1 July 2026: 63% of basic pay (GR of 4 November 2026).

For older rates, look up the earlier DA GRs on the Finance Department's GR page; we have not listed them here because we did not open each one.

When the money comes, and how the arrears are paid

Para 3 of the GR sets the payment terms for state government and panchayat employees and pensioners:

  • The higher DA is added to pay or pension with the November 2026 salary.
  • The DA difference for July 2026 to October 2026 is paid with the salary of November 2026 (paid in December 2026), in one instalment, in cash (એક હપ્તામાં રોકડમાં).
  • For state government pensioners, the difference in their temporary increase (હંગામી વધારો, the GR's word for the pensioners' relief) for July to October 2026 is paid in the same way.

So under this GR, the arrears are not credited to GPF. They come in cash with the December 2026 payment.

The rounding rule

The same para says DA is paid in whole rupees: 50 paise or more is paid as a full rupee, and less than 50 paise is ignored. On salary this rarely matters, because every Gujarat pay matrix cell is a multiple of ₹100, so 60% and 63% of it are always whole rupees. It does matter on pension amounts that are not round. Example: on a pension of ₹15,750, 63% is ₹9,922.50, which is paid as ₹9,923.

Source: Gujarat Finance Department GR, 4 November 2026, para 3: 50 paise and above paid as a whole rupee; below 50 paise not counted

Who is covered

Paras 4 to 6 of the GR list who gets the new rate:

  • All state government employees whose provident fund accounts are with the state government (para 4).
  • Panchayat employees (para 4).
  • Teaching and non-teaching staff of secondary and higher secondary schools (para 4).
  • Employees of grant-in-aid non-government schools and institutions whose staff have been given the 7th pay revision with the state government's approval (para 4).
  • With suitable changes: primary teachers, employees on deputation or transfer to panchayats, and work-charged establishment employees who have been granted 7th pay revision (para 5).
  • Under para 6, the increase is for those whose pay has been revised under the 7th pay commission, as per the state's current policy. The orders also apply to All India Services (A.I.S.) officers.
  • State government pensioners, as covered in para 3.

For panchayats and grant-in-aid schools and institutions, the GR adds a condition on the grant: the extra DA they pay counts for grant only if it is not more than what equivalent state government employees get.

Source: Gujarat Finance Department GR, 4 November 2026, paras 4, 5 and 6: state employees with PF accounts with the state, panchayat staff, secondary and higher secondary school staff, aided institutions on 7th pay, primary teachers, deputation and work-charged staff, AIS officers

The GR does not mention fixed-pay employees or staff still on 6th pay scales. If that is you, ask your office how this GR applies.

A worked example: Level 6, ₹35,400 basic

Level 6 (old grade pay ₹4,200) starts at ₹35,400 in the Gujarat pay matrix. Suppose your basic stayed at ₹35,400 from July to October 2026:

  • Old DA at 60%: 35,400 × 60% = ₹21,240
  • New DA at 63%: 35,400 × 63% = ₹22,302
  • Rise per month: 22,302 − 21,240 = ₹1,062 (that is 35,400 × 3%)
  • Arrears for July, August, September and October 2026: 1,062 × 4 = ₹4,248
  • Salary of November 2026, paid in December 2026: DA of ₹22,302 plus the ₹4,248 arrears in cash, so ₹26,550 on the DA line(s) that month
  • Basic plus new DA: 35,400 + 22,302 = ₹57,702 a month (HRA and other allowances not included)

Under rule 10 of the 2016 pay rules, Gujarat has two increment dates, 1 January and 1 July. If your increment fell on 1 July 2026, use the next cell. For Level 6 that is ₹36,500: DA goes from ₹21,900 to ₹22,995, a rise of ₹1,095 a month and ₹4,380 for the four months.

New DA by pay level: five Gujarat matrix cells

The table uses the first cell (starting basic) of five levels in Schedule Part A of the Gujarat Civil Services (Revision of Pay) Rules, 2016. For any other cell, the same steps apply: basic × 63% is the new DA, basic × 3% is the monthly rise, and the rise × 4 is the July to October arrear.

Our estimate. Basic: Gujarat Civil Services (Revision of Pay) Rules, 2016, Schedule Part A, cell 1 of each level. DA rates and payment terms: Finance Department GR, 4 November 2026. Arrears = monthly rise × 4 (July to October 2026), paid in cash with the November 2026 salary. HRA, other allowances, deductions and tax not included.

A note on level numbers: Gujarat's matrix is not a copy of the central one. Levels 1 to 6, 9 and 10 start at the same amounts as the central matrix, but Gujarat has a Level 7 for grade pay ₹4,400 (starting ₹39,900), so its Level 8 (grade pay ₹4,600) starts at ₹44,900, which is where central Level 7 starts. Central Level 8 starts at ₹47,600. Read your level off your own pay slip, not a central chart.

Pensioners: the same 63%, the same cash payment

The GR's rate table speaks of basic pay, and it does not separately spell out the base for pensioners. The examples below assume 63% of basic pension, with the GR's rounding rule. The pension amounts are examples, not figures from the GR.

Our estimate. Pension amounts are examples. Rounding: 50 paise or more to the next rupee (GR, para 3). Difference = rounded monthly rise × 4, paid in one instalment in cash, as for employees. Check the base and the amount with your treasury or pension office.

Same rate, same date: the Union Cabinet also raised central DA and DR from 60% to 63% from 1 July 2026. The rupee amounts differ only where the pay matrix differs, as in Levels 7 and 8 above.

What the GR does not cover

  • HRA and other allowances: the GR is about DA only.
  • Income tax on the arrears: out of scope here; use our income tax calculator for your own figures.
  • NPS contribution on the arrears: the GR says nothing about it. Ask your drawing and disbursing officer whether a contribution is deducted from the arrear.
  • Corporations, boards, universities and state public sector undertakings: the GR is sent to them, but its coverage paras (4 to 6) do not name their staff. Check with your employer.

Frequently asked questions

What is the DA rate in Gujarat now?
63% of basic pay from 1 July 2026, under the Gujarat Finance Department GR of 4 November 2026. Before that it was 60% from 1 January 2026.
When will Gujarat employees get the DA arrears?
With the salary of November 2026, which is paid in December 2026. The GR says the July to October 2026 difference is paid in cash, in one instalment, with that salary.
Does the Gujarat DA arrear go to GPF?
No. Para 3 of the GR says the July to October 2026 difference is paid in cash (રોકડમાં) in one instalment.
Do Gujarat pensioners get the 63% too?
Yes. The GR covers state government employees and pensioners, and says pensioners' July to October 2026 difference is paid in the same way as employees' arrears (ઉપર મુજબ, "as above").
How much did DA rise at Level 6 in Gujarat?
At the first cell, ₹35,400, DA goes from ₹21,240 to ₹22,302, a rise of ₹1,062 a month. The four-month arrear is ₹4,248, by our estimate.
Are panchayat staff and aided school teachers covered?
Yes, as the GR lists them: panchayat employees, secondary and higher secondary school staff, and staff of grant-in-aid institutions that have been given the 7th pay revision with state approval. Primary teachers and work-charged staff on 7th pay are covered with suitable changes.
